Dear Colleague:
I am pleased to announce that the Federal Office of Child Support Enforcement's (OCSE) National Training Center is planning to conduct a delivery of the Training of Trainers (TOT) course. The course, newly revised and scheduled for April 25 - 29, 1994 will be conducted at OCSE headquarters in Washington, DC.
The TOT course is built around the 5-D Training Process, a systematic approach for assessing training needs and for designing, developing, delivering, and evaluating training. Improvements to the course include changes made in the topic areas used to illustrate the 5-D Process. These include Paternity Establishment and Medical Support, as contained in the Omnibus Budget Reconciliation Act of 1993, and the IRS Full Collections Process. In addition, the course now features a strengthened evaluation component.
The 5-D Process can be applied to adapt generic prepackaged training to CSE-specific needs; to adapt CSE packages developed at the Federal level to meet needs specific to State programs or local offices; and to design customized in-house training.
TOT training is designed for persons who are responsible for all or most of the following activities:
þconducting training needs assessments and synthesizing the information for purposes of designing course specifications;
þsetting instructional goals and objectives;
þselecting instructional strategies and methods;
þdesigning and producing specific instructional activities and materials;
þconducting multiple course deliveries; and
þevaluating training.

The intent is to help State child support enforcement agencies improve their training capabilities in accordance with individual needs. Additional benefits can accrue as a result of TOT training. For example, by sharing training capabilities across local agencies, organizations throughout the CSE Program can increase their know-how to design effective job-oriented training which can measurably improve employee performance.
Final arrangements for this delivery will be made once we know the number of staff who plan to attend. The intensive nature of the TOT curriculum is such that we must limit enrollment to no more than 25 participants. Acceptance, as in the past, will be on a "first-come, first-served" basis, so I urge you to review your needs and respond as quickly as possible.
A Pre-Registration Profile is enclosed for your convenience. Please remind staff who plan to attend the training to complete the form and return it to Phil Sharman at the National Training Center no later than December 20. While there is no charge for this course, travel and related expenses must be borne by participants' child support enforcement (CSE) agencies. These expenses, of course, are eligible for Federal financial participation at the regular 66 percent matching rate.
