Dear Colleague:

Enclosed is the 1st Quarter FY 1995 invoice for the period October 1, 
1994 through December 31, 1994 for non-AFDC, locate only and parental 
kidnapping/child custody cases processed by the Federal Parent 
Locator Service (FPLS).

All States are to promptly report FPLS chargers as an offset against 
their Federal quarterly payment on line 11, of the Financial Form 
(OCSE Form 131) timely and accurately.
