Dear Colleague DC-95-03
Training of Trainer (TOT) Course
DC95-03
January 17, 1995
TO ALL STATE IV-D DIRECTORS
Re: Training of Trainer (TOT) Course
Dear Colleague:
I am pleased to announce that the Federal Office of Child Support
Enforcement's (OCSE) National Training Center is planning to conduct
a delivery of the Training of Trainers (TOT) course. The course will
be conducted at the Ramada Inn Old Town in Alexandria, Virginia on
March 27 - March 31, 1995.
The TOT course is built around the 5-D Training Process, a systematic
approach for assessing training needs and for designing, developing,
delivering, and evaluating training. Improvements to the course
include changes made in the topic areas used to illustrate the 5-D
Process. These include Paternity Establishment as contained in the
Omnibus Budget Reconciliation Act of 1993 and the Uniform Interstate
Family Support Act.
The 5-D Process can be applied to adapt generic prepackaged training
to child support enforcement (CSE) specific needs; to adapt CSE
packages developed at the Federal level to meet needs specific to
State programs or local offices; and to design customized in-house
training.
TOT training is designed for persons who are responsible for all or
most of the following activities:
183 conducting training needs assessments and synthesizing the
information for purposes of designed course specifications;
183 setting instructional goals and objectives;
183 selecting instructional strategies and methods;
183 designing and producing specific instructional activities
and materials;
183 conducting multiple course deliveries; and
183 evaluating training.
Page 2 - Dear Colleague
The intent is to help State CSE agencies improve their training
capabilities in accordance with individual needs. Additional
benefits can accrue as a result of TOT training. For example, by
sharing training capabilities across local agencies, organizations
throughout the CSE Program can increase their know-how to design
effective job-oriented training which can measurably improve employee
performance.
Final arrangements for this delivery will be made once we know the
number of staff who plan to attend. The intensive nature of the TOT
curriculum is such that we must limit enrollment to no more than 25
participants. Acceptance, as in the past, will be on a "first-come,
first served" basis, so I urge you to review your needs and respond
as quickly as possible.
A Participant Registration Profile and agenda are enclosed for your
convenience. Please remind staff who plan to attend the training to
complete the form and return it to Roy Nix at the National Training
Center no later than March 3, 1995. He will provide each registered
participant with more information (e.g., location of hotel, etc.).
While there is no charge for this course, travel and related expenses
must be borne by participants' CSE agencies. These expenses, of
course, are eligible for Federal financial participation at the
regular 66 percent matching rate.

activities, please call Roy Nix at (202) 401-9391 or write to: OCSE,
