States' Implementation Status of Uniform Interstate Family
Support Act (UIFSA)

Dear Colleague:
As you may know, last year the Office of Child Support
Enforcement established an Interstate Referral Guide (IRG) Matrix
Work Group. The purpose of the work group is to review the
current IRG Profile and develop relevant child support
questions/elements to be included in the Profile. This Profile
is part of the Interstate Roster and Referral Guide, which
provides a concise overview of program, procedural, and statutory
information for topics such as guidelines, long-arm jurisdiction,
income withholding, paternity and order establishment, and review
and modification of orders. The selected elements will be based
on new legislation which States have passed and implemented.
The first task was to develop a short-term grid which outlines
basic UIFSA implementation data of interest to States. Enclosed
is a copy of the grid with each States' implementation status of
the Uniform Interstate Family Support Act (UIFSA). The chart
highlights the date UIFSA was adopted, if passed; whether States
adopted UIFSA verbatim; whether States repeal URESA or income
wage withholding, and implementation date. The work group, in
conjunction with National Child Support Enforcement Association,
collected, reviewed, and compiled the data with input from
States. States should find this information useful when
processing UIFSA cases.
To date twenty States have enacted the Uniform Interstate Family
Support Act (UIFSA). Among the twenty States, fifteen have
implemented UIFSA and the remainder will start implementation
this year. Several States have omitted sections from their
statutes. Montana, South Dakota, and Maine have omitted the
provisions for direct income withholding (section 501). Maine's
statute also omits section 602, registration of child support
orders. UIFSA legislation has been introduced in Alaska,
California, Connecticut, District of Columbia, Hawaii, Kentucky,
and Massachusetts.
The second task of the work group will be to collect more
detailed UIFSA information about processing procedures. This
information will be shared with States as well. OCSE would like
to continue sharing information with States as it is collected
and disseminated. Therefore, we encourage States to keep us
abreast when you adopt, enact, or pass legislation for the
Uniform Interstate Family Support Act law.

Also, we would like to inform you that the Profile has been
updated and will soon be distributed to all States via a "Dear
Colleague" cover letter. Again this year, OCSE (upon request)
will provide this information on diskette to States. When you
receive this information, we encourage you to make the
