The Office of Child Support EnforcementGiving Hope and Support to America's Children

States Best Practices (1994)DCL-95-46

July 14, 1995

TO ALL STATE IV-D DIRECTORS

Dear Colleague:

High quality customer service to you, our partners in State and local government, is of critical importance to the Office of Child Support Enforcement (OCSE). One of our customer service initiatives is to enhance and improve the value of our publications to the Child Support Enforcement community. Our publication, Compendium of States Best Practices (1994), has had a great demand and is now in need of reprinting and updating. We want to take this opportunity to have your suggestions on how to make this publication even more useful to you.

The purpose of the Compendium is to share information about child support practices which are viewed as especially effective and/or innovative. We also hope the Compendium stimulates new thinking and ideas.

In updating the Compendium, we also want to clearly highlight areas that may be in any new child support legislation such as that pending before Congress. Key areas we want to consider include: paternity establishment, state registries, effective distribution of collections, automated systems, wage withholding, expedited process, periodic modification, and property liens. We want, as well, to include practices regarding State strategic planning development, collaboration with other State programs, training and media relations.

Staff from our Regional Offices will be in contact with you to obtain your ideas for inclusion of new practices and policies. You are encouraged to submit any new, revised or innovative practices which you feel are worthy of national dissemination. Please be as wide-ranging in the types of ideas you suggest for inclusion.

If you have any questions, please contact your Regional Child Support Program Manager or Lovette Harrison of the OCSE National Reference Center at (202) 401-5605.

Sincerely,

David Gray Ross

Deputy Director

Office of Child Support Enforcement
