Change in Final Submittal Date

Dear Colleague:

Due to the uncertainty surrounding the enactment of appropriations for the Federal fiscal year commencing October 1, 1995, it is necessary to make some modifications affecting the Federal Tax Refund Offset Program final submittal date. As you may know, the Federal Tax Refund Offset pre-offset notices are processed during early October. To avoid any possibility of disruption the following contingency plan has been developed.

We are moving up the date for submitting cases to OCSE from September 15 to September 5, 1995. This is the deadline for final submittal tapes for processing year 1996 from the States that have OCSE issue their pre-offset notices. This is also the date for States who issue their own notices but submit at this time in order to receive addresses from IRS. Please ensure that the appropriate program and systems personnel associated with the Federal Tax Refund Offset Program are aware of this change.

States should also take precautions to ensure that the tape(s) you submit are accurate and contain all appropriate cases. Each year at least one State accidentally excludes a large volume of cases, thus dramatically impacting offset collections. With the shortened submittal processing time this year, it will be most difficult for OCSE to attempt to make appropriate processing accommodations to correct errors.

We recognize the potential disruption that this change in submittal date may cause, but we believe that both prudence and demonstrated payoff of Tax Refund Offset demands that we take such a step. We appreciate your forbearance in this matter.
