Tax Refund Offset Weekly Updates

TO ALL STATE IV-D DIRECTORS

Dear Colleague:

Enclosed are the results of your State's weekly updates to the Federal Tax Refund Offset Program for the 1996 processing year. During this phase of the update process, cases are updated at OCSE only since no final Master file will be established at IRS until January. Cases submitted to IRS in December will reflect any updates submitted to OCSE prior to December 8. Updates submitted to OCSE after December 8 will not be reported to IRS until IRS has created its Master file and begun processing tax returns.

We would once again like to remind you that many States neglect to specify the processing year and number of update cases on their tape(s). It is important that you note the appropriate processing year because at this time of year OCSE is receiving not only 1996 updates, but also processing year 1995 updates and State payments for 1989 to 1995, all on the same tape. Every effort is made to process these cases efficiently and correctly, but your cooperation is required. Once again, we urge all States to carefully review the results of the update processing as quickly as possible since this is a critical phase in the reporting of updates.

For those States who submit updates via MITRON, Personal Computer or Network Data Mover, please continue to fax transmittals on (202) 401-5553. Please be sure transmittals are marked CASES MITRONED, CASES ENTERED ON PC OR CASES TRANSMITTED VIA NETWORK DATA MOVER. This will provide us with a better tracking system to help ensure that all cases are received and processed.

Enclosed you may also find a separate report containing either cases that have been transferred to your State for administrative review, but are being updated by the submitting State; or cases that have been transferred to your State for administrative review and have been updated by you. If the situation is the former, please compare these new updates with the results of your administrative review to see if further action is required. This may necessitate additional consultation with the submitting State.
