Dear Colleague:

With our joint desires to continually improve the nation's Child Support Enforcement program, we at the federal Office of Child Support Enforcement want to organize ourselves to be able to best provide you with effective technical assistance and training.

Implementation of any new child support legislation will also require effective work by all of us to assure that we succeed. Much is expected of all of us. That is why I am establishing a new component within the Office of Child Support Enforcement, the Division of State and Local Assistance. This new component will have as its one major focus to provide you, our partners, with strengthened support.

I am proud to announce that Michelle Jefferson will serve as Acting Director of the proposed Division. Michelle is currently Special Assistant to the Director, Division of Program Operations within OCSE. By way of background, she worked on the task force to implement the original law establishing the CSE program twenty years ago and was Special Assistant to OCSE's first Deputy Director. Previous assignments in OCSE include Chief of Public Information/Inquires and numerous assignments in training and technical assistance. Jeff Ball, will be the Chief, Technical Assistance Branch within the Division. Jeff, most recently was Special Assistant to the Deputy Director, OCSE. Previously, he was Deputy Executive Director and Legal Counsel, U.S. Commission on Interstate Child Support. Yvette Hilderson Riddick, Chief of the National Training Center will continue to hold that position. Prior to joining OCSE, Yvette was the Deputy Director of Internal Operations for Missouri's CSE program.

This new OCSE component will help us serve your needs in making child support the tough, strong and effective program the President, Congress and the American people expect from us. We can provide the children and families of America with no less.
