Tax Offset Certification for 1997

TO ALL STATE IV-D DIRECTORS
Dear Colleague:
Enclosed please find the certification listing for your State for the Federal Tax Refund Offset Program's 1997 processing year. This is a complete listing of all cases accepted by the Internal Revenue Service (IRS) for certification. Also enclosed, you will find those cases determined by IRS to be unaccountable. Included on the tape is a corrected SSN for many of these cases. As in the past, OCSE automatically sent these cases through the Enumeration Verification System (EVS) and 20,129 SSNs were corrected. In most instances these 20,129 corrected SSNs are from States which submitted their final Tax Offset tape in December. Those of you who submitted your final tape in September have already received the corrected SSNs (see Dear Colleague letter DC-96-60 dated November 1, 1996). It is extremely important that States devote the necessary resources to correct these SSNs so that the cases can be resubmitted for the 1998 processing year.
States are submitting more cases resulting in offsets because they are correcting those SSNs that have been run through EVS with corrected SSNs being returned to them.
Last year OCSE returned over 68,000 cases to 54 States or jurisdictions with SSNs corrected using the EVS. States resubmitted over 39,000 cases, and the ones finally offset yielded more than $8.9 million dollars for 8,700 cases in past-due support. No doubt, additional collections will result from offsets in years to come. However, more States need to take advantage of this by resubmitting cases with corrected SSN's for tax refund offset.
