Dear Colleague:
The well-being of children is enhanced when they have emotional and financial support from both their parents. In keeping with this, the Office of Child Support Enforcement (OCSE) and the Office of Community Services (OCS), express their commitment to a working relationship at the Federal level that we hope will foster partnerships in the States and in local communities between Child Support Enforcement Agencies and OCS Discretionary Grantees and Community Action Agencies. The goal is that these partnerships will seek to increase the capabilities of low-income non-custodial parents to fulfill their parental responsibilities.
Enclosed you will find a copy of the new publication, "Fathers and Families, Making the Connection". This Monograph includes innovative approaches on Minority Males, Youth-at-Risk, and Family Development. The approaches deal with important issues and barriers related directly to the ability of low-income populations to attain self-sufficiency and meet their parental and family responsibilities.
