Dear Colleague:
The Federal Office of Child Support Enforcement (OCSE) invites you or your staff to attend a working meeting to address newly-emerging interstate issues. The working meeting will seek resolution by consensus to issues that arise when a State Child Support Enforcement (CSE) agency works aspects of its cases in another state without first registering or domesticating the case in the other state, or in some instances without prior notification to the CSE agency in the other State. We hope that this " ;One-state Interstate" working meeting, modeled after the fruitful UIFSA retreats, will yield workable solutions, approaches and protocol for the handling of these cases.
The working meeting is scheduled from Monday, April 14 through Wednesday, April 16, at the Biltmore Hotel in Providence, Rhode Island. OCSE will pay the room charges for one representative from each State. Other expenses such as travel, incidental costs and per diem, will be borne by the sending agency.
After an opening plenary background discussion, we will have a panel of academicians discuss constitutional concerns and parameters. We will then breakout into smaller groups to work on the following four topics: 1) interstate liens; 2) direct withholding; 3) quick administrative enforcement; and 4) interstate administrative subpoenas and service of process in long-arm cases. The groups will report out to all the attendees, who will have a chance to comment on the groups' conclusions. A document that incorporates any consensus reached or best practice suggested will be available after the meeting.
