Executive Order 13019

Dear Colleague:

In effort to expedite the implementation of Executive Order 13019, OCSE has finalized the language for the pre-offset notices to be used for the administrative offset program in 1997. This same notice will also be used to provide due process for Federal tax refund offset and administrative offset cases for processing year 1998. OCSE has also finalized the certification notice that must be completed by the States and returned to OCSE prior to participation in the administrative offset program for 1997 and for both the Federal tax refund offset and administrative offset program for 1998.

Enclosed is a copy of the approved language for the pre-offset notice and the certification form. OCSE will use the enclosed language in the pre-offset notices that are mailed on behalf of the States. Procedures for billing States participating this year will be determined immediately. States mailing their own notices should use this copy as a guide. These States should also send their notices to their Regional offices for final approval. Completed certifications may be faxed to (202) 401-5553 or mailed to the address listed on the form.
