New Hire Reporting Employer Outreach Materials

RE: New Hire Reporting Employer Outreach Materials

Dear Colleague:

The Office of Child Support Enforcement published a Federal Register notice on July 25, 1997, regarding the proposed information collections for the National Directory of New Hires (62 FR 40092) pursuant to sections 453 and 453A of the Social Security Act. All new hire reporting requirements on employers and States are subject to change pending public comments and pending approval of the information collections by the Office of Management and Budget. The Office of Child Support Enforcement anticipates receiving clearance of the information collections from the Office of Management and Budget before October 1, 1997.

In anticipation of clearance from OMB, and recognizing the urgent need, we are pleased to send you the enclosed materials that have been recently developed and will be used at the federal level to communicate and work with national employer groups on new hire reporting for child support enforcement.

The enclosed New Hire Reporting video and New Hire Reporting Information Kit underscore the important partnerships that are being built between employers and Child Support Enforcement programs across the country. These partnerships will make a positive difference in the lives of children needing support. The easy-to-use materials describe the child support enforcement program and basic information about new hire reporting under federal law.

The video, "New Hire Reporting," was created as an outreach tool for use when meeting with groups of employers or associations. The video highlights the ease of compliance for employers and the benefits that new hire reporting will bring to families, businesses and taxpayers. The New Hire Reporting Information Kit is designed to explain new hire reporting to CEOs and mid-to senior-level staff, such as managers of payroll and human resources. The kit, that is, the folder materials, can be distributed to audiences viewing the video or can be used by itself.

Since States are also communicating with their employers, you may want to use all or part of these materials in your outreach efforts. You are free to reproduce as many copies of the kit and the video as you may need. An order form for a diskette for the employer information kit is enclosed.

We hope that you will find these tools helpful. Although we have made every effort to ensure that the State-specific information contained in the Information Kit is accurate, we realize that telephone numbers are subject to frequent change and the specifics of some State new hire reporting programs are not yet finalized.

We urge you to review the information included about your State and to submit any changes, corrections or suggestions to Karen Bartlett at OCSE at (202) 401-4630 or e-mail her at kbartlett@acf.hhs.gov by September 2, 1997. We will make your changes on the disk before duplicating them for States' use.
