MESSAGE TO ALL STATE IV-D DIRECTORS

Re: Changes in the Federal Tax Refund and Administrative Offset Program

Dear Colleague:

The Department of Treasury just notified OCSE that Financial Management Service's (FMS) offset system will not be able to accept cases for Federal tax refund offset for processing year 1998. IRS will continue to run the Federal Tax Refund Offset program for another year and FMS will continue to accept cases for administrative offsets only. We do not know if this will effect the submittal process but are working with FMS and IRS to ensure that this does not jeopardize Federal tax refund offsets.

As soon as we have determined if changes are needed, we will notify you immediately.
