Dear Colleague:

This is a followup to DCL-9750 to inform you that on November 17-18, 1997, OCSE will sponsor a Review and Adjustment Retreat in St. Louis, Missouri. This retreat will focus on implementation of the Simplified Process for Review and Adjustment of Child Support Orders provision of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA).

We are inviting you to send representatives from your State who are familiar with this PRWORA provision or who work with review and adjustment cases. Since this is the first OCSE-sponsored conference on Review and Adjustment, we anticipate a good response to this invitation.

Although an overview of the new provision will be presented and a few participants will discuss how their States are implementing the new provisions, the focus of this retreat is a working meeting to discuss and attempt to resolve specific issues. Developing consensus regarding these matters will help to ensure greater efficiency and uniformity in review and adjustment processing. OCSE will issue the notes from this retreat to assist practitioners working review and adjustment cases.

In order to facilitate discussion and to cover as many issues as possible, the retreat will be divided into five topic areas: 1) 3-year Reviews, 2) Substantial Change Reviews, 3) COLA, 4) Automated Reviews, and, 5) Interstate Review and Adjustment. Within each breakout, issues such as notice and hearing requirements, systems concerns, and guideline deviation will be discussed. When registering for the retreat, attendees should indicate their topic preference and suggest specific issues for discussion.

The Review and Adjustment Retreat will be held at the Regal Riverfront Hotel, 200 So. 4th St., St. Louis, MO 63102-1804. Rooms are available for $64.85 single and $90.85 double occupancy per night. Attendees should call 1-800-325-7353 to reserve a room and mention Department of Health & Human Services in order to obtain the reduced rate. There is a metrorail ($1.00) from the Airport to 2 blocks from the hotel.

The Retreat will start Monday, November 17th at 8:30 A.M. CST and will conclude Tuesday, November 18 at 2:30 P.M. (A draft agenda is attached.) There is no registration fee. Our intent is to make this a pleasant work environment--casual dress is preferred. Attendees should complete the attached registration form and fax or mail to Verdell Fields at 202-401-5559 no later than October 15, 1997. Priority for breakout will be based on date of receipt of registrations.
