TO ALL FEDERAL INSTRUMENTALITIES
RE: Federal Instrumentalities and the National Directory of New Hires
Dear Colleague:
This letter addresses the National Directory of New Hires (NDNH) reporting requirements for federal instrumentalities. Sections 453(n) and 453A(b)(1)(C) of the Social Security Act require all federal departments, agencies, and instrumentalities to report new hire and quarterly wage data directly to the NDNH. Your agency is considered a federal instrumentality and should thus comply with the requirements as they pertain to federal agencies rather than employers.
We are aware that your agency may already provide the State with wage and unemployment information, and we recognize that the NDNH requirement may result in duplicate reporting of quarterly wage data for your employees. However, in order to ensure consistency in the reporting requirements for federal agencies, we ask that you report all new hire and quarterly wage data directly to the NDNH.
