Offset Collection Report for Processing Year 1997

Dear Colleague:

We are forwarding to you the first collection report for the administrative offset process that is being administered by the Financial Management Service (FMS). Nine States are currently participating in the program and eight of them will receive the funds in October for offsets made by the FMS. At this time all of the payment sources that are eligible for administrative offset are not in FMS's computer system. FMS continues to add payment sources on an on-going basis and hopes to have all eligible payments in the system by January 1998. Because of this and since State participation is limited, it is too early to evaluate the effectiveness of the administrative offset program.

Enclosed is the collection report representing the administrative offsets made by FMS for the month of September 1997 less the FMS service fee of $6.02 per offset. The net amount offset for the September report for 96 administrative offsets is $23,252.44.

The transfer of funds through the Automated Clearing House (ACH) is scheduled to be accomplished on October 16, 1997. Please inform the appropriate personnel of the transfer date.
