Federal Tax Refund Offset Unaccountables for PY98

TO ALL STATE IV-D DIRECTORS

Dear Colleague:

Enclosed please find the unaccountables from those cases submitted to the Federal Tax Refund Offset Program for the 1998 processing year October deadline. These cases were not accepted due to various reasons listed in Exhibit K of the Action Transmittal 96-05 dated August 15, 1996. Please note the error code 31 which is the result of unaccountables being sent to SSA to obtain a corrected SSN through the EVS system. Any cases that came back with a corrected SSN will be placed under code 31. The corrected SSN is included on the tape which should facilitate your efforts to correct your files. Also attached is a printout which shows the number of corrected SSNs on the tape. The payoff for correcting these SSNs is tremendous. Our tracking shows that States have realized over $66.5 million in collections since the inception of the program in Processing Year 1993 because they took the time to make the corrections we returned to them.

As in the past, for those States whom OCSE issued a pre-offset notice, these unaccountables will automatically be deleted. For those States who issued their own notice, please delete those unaccountables for which you did not issue a pre-offset notice.
