RE: State Caseload SSN Cleanup

Dear Colleague:

To lessen the burden anticipated with the initial load of the Federal Case Registry (FCR), the Office of Child Support Enforcement (OCSE) is requesting that all states validate the Social Security Numbers (SSNs) of participants in their State IV-D caseload prior to implementation on October 1, 1998.

The Social Security Administration (SSA) uses a process known as the Enumeration Verification System (EVS) to validate and correct the SSNs of child support participants. This is the same process that will be used by the expanded Federal Parent Locator Service (FPLS) to verify SSNs when it is fully operational next year. However, in order to maximize efficiency and avoid excessive error codes at that time, we are asking States to initiate the process starting in January 1998. For this run, States should use "25" for the Station Number field located in position 3-4 (described on p. 3 of the enclosed Input-Output Record Specifications).

Also enclosed is a copy of the transmittal letter that should be used when mailing the EVS tape/cartridge to OCSE. Please mail tapes/cartridges to the following address:

No fee will be charged for this special EVS run. A transmission schedule is enclosed to inform when you may submit cases to the FPLS for SSN verification. If you are unable to meet this schedule or would like to make alternate arrangements, please contact Joan O146Connor at (202) 401-9268.
