The attached report provides a brief description and status of all pending Research and Demonstration Projects as of October 1, 1997, for which OCSE has responsibility.

We have added several PRWORA 1% set aside funding projects along with the new demonstration projects funded in FY 1997 by OCSE to develop collaboration models between CSE and other ACF programs. This list does not include the 54 Access and Visitation projects authorized and funded by PRWORA.

For further information about the report itself, contact either Gaile Maller (401-5368) or Renée Jackson (401-5101). For individual projects, the Project Officer assigned to the project would be the best resource to contact.

This report covers the Fiscal Year 1996 progress of on-going OCSE research and demonstration projects. Funding for these projects is

and domestic violence. The community outreach
intervention, which is conducted under the
Paternity Outreach Project, will be expanded
to study the provision of services such as
mediation and peer support to unmarried parents
as a means of increasing paternity establishment.

The Washington project will assess the success
of assigning hard-to-collect cases to a specialized Section 1115 Cooperative Agreement Project Officer:

unit compared with a control group of cases. They
will take the following actions: (1) test whether
an internal collections unit could effectively
increase collections on the selected cases and thereby
reduce the balance of uncollected debts, (2) determine
whether collection on these debts can be made in a cost
effective manner, (3) document their best practices for
working difficult cases, and (4) determine whether or
not their findings suggest a need for Federal changes
in case closure policy.
