TO ALL STATE IV-D DIRECTORS

Re: Locates Using the National Directory of New Hires

Dear Colleague:

As you know, the National Directory of New Hires (NDNH) has been receiving new hire information since October 1, 1997. The database has over 4.0 million new hire records and is currently growing at the rate of nearly one million records a week. We are running FPLS locate requests against this new database weekly and have been successful in locating employment information on many absent parents. The locates found from the NDNH are coded "H99". Currently the NDNH locates include both the intrastate and interstate locates. Adjustments are being made to return only the interstate locates back to the states, therefore, if your state new hire directory submitted the W-4 information and it matches with your FPLS locate request, these matches will not be sent to you.

In order for us to measure how effective the NDNH is in the child support enforcement process, we will be following up with a request for states to provide information on the benefits received from NDNH locates. The type of information we will be seeking from these locates are how many of these locates provided information for the state to initiate action for paternity establishment, support order, or wage withholding.
