RE: Training of Trainers Course

Dear Colleague:

I am pleased to announce that the Federal Office of Child Support Enforcement's (OCSE) National Training Center is planning to conduct a delivery of the Training of Trainers (TOT) course. The course will be conducted at the Holiday Inn Hotel & Suites in the historic district of Alexandria, Virginia, on March 30 - April 3, 1998. (Please note that the training starts on Monday afternoon and ends at noon on Friday. See the enclosed agenda for more details.)

The TOT course is built around the 5-D Training Process, a systematic approach for assessing training needs and for designing, developing, delivering, and evaluating training. Topic areas used to illustrate the 5-D Process include the Uniform Interstate Family Support Act (UIFSA), in-hospital paternity establishment, and welfare reform (PRWORA) provisions.

The 5-D Process can be applied to adapt generic pre-packaged training to child support enforcement (CSE) specific needs; to adapt CSE packages developed at the Federal level to meet needs specific to State programs or local offices; and to design customized in-house training.

TOT training is designed for persons who are responsible for all or most of the following activities:

149conducting training needs assessments and synthesizing the information for purposes of designed course specifications;

149setting instructional goals and objectives;

149selecting instructional strategies and methods;

149designing and producing specific instructional activities and materials;

149conducting multiple course deliveries; and,

149evaluating training.

The intent is to help State CSE agencies improve their training capabilities in accordance with individual needs. Additional benefits can accrue as a result of TOT training. For example, by sharing training capabilities across local agencies, organizations throughout the CSE Program can increase their ability to design effective job-oriented training which can measurably improve employee performance.

The intensive nature of the TOT curriculum is such that we must limit enrollment to no more than 25 participants. Acceptance, as in the past, will be on a "first-come, first served" basis, so I urge you to review your needs and respond as quickly as possible. A Participant Registration Profile and agenda are enclosed for your convenience. Please remind staff who plan to attend the training to complete the profile and return it to Bertha Hammett at the National Training Center (via FAX or mail) no later than February 27, 1998. Confirmed participants will receive a letter of confirmation within two weeks of receipt of their profile.

Participants must make their own travel arrangements. Information regarding the hotel is enclosed. While there is no charge for this course, travel and related expenses must be borne by participants' CSE agencies. These expenses, of course, are eligible for Federal financial participation at the regular 66 percent matching rate.

The Training of Trainers Course will be held at the Holiday Inn Hotel & Suites in Alexandria, Virginia's famed Historic District. The hotel offers free parking and free access to a health club, indoor pool, dining room, and lounge to all guests.

TRANSPORTATION

Complimentary shuttle service (provided by the Alexandria Express), is available to and from National Airport and the National Airport Metrorail Station for all guests and training participants. The Alexandria Express provides service for the Holiday Inn/Historic District, Best Western, and Ramada Hotels. When you arrive, use the courtesy phones near the baggage area to call the hotel [or call direct at (703) 548-6300] for pick-up and walk to the "Shuttle Pick-up" area.

PLEASE NOTE - There is another Holiday Inn in Alexandria. Do not get on the Holiday Inn Select shuttle. Look for the Alexandria Express's bright blue and white vans.

DIRECTIONS

From points North - Take I-95 South (Capital Beltway) across the Woodrow Wilson Bridge into Virginia. Take the first exit (Mount Vernon Highway). Take a left at the first light onto South Washington Street. Follow for 15 blocks; turn right onto First Street. The hotel is on your left.

From points South - Take I-95 North (Capital Beltway) to Exit 1B (Route 1 North). Turn right at the first light onto Franklin Street then left onto South Washington Street. Go approximately 1.5 miles; turn right onto First Street. The hotel is on your left.

From Washington, DC - follow George Washington Memorial Parkway South. Go approximately 2 miles past the Washington National Airport (the Parkway turns into North Washington Street). Turn left onto First Street (at left-turn signal). The hotel is on your left.

From points West - Take I-66 to DC. Take G.W. Pkwy South exit. Note - Don't cross the Theodore Roosevelt Bridge into Washington. Go approximately 2 miles past the Washington National Airport (the Parkway turns into North Washington Street). Turn left onto First Street (at left-turn signal). The hotel is on your left.
