The Office of Child Support EnforcementGiving Hope and Support to America's Children

DCL-98-104 Oct 2, 1998

TO ALL STATE IV-D DIRECTORS

RE: Child Support and the Courts Video

Dear Colleague:

Enclosed you will find a copy of the video entitled Child Support and the Courts. We are pleased to offer this video as a resource in our continued efforts to foster communication and build partnerships with the judicial community.

We know that the cooperation of the courts is vital for the successful implementation of the State Case Registries (SCR) and the Federal Case Registry (FCR). The purpose of this video is to help the judicial audience, comprised of Justices, Judges, Court Administrators, Clerks of Court, and Attorneys, understand their critical role in the child support enforcement program as mandated by the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996.

Through a lively courtroom debate, the Child Support and the Courts video explores the interrelationships of the FCR, SCR, National Directory of New Hires (NDNH), State Disbursement Unit (SDU) and the Uniform Interstate Family Support Act (UIFSA). "Witnesses" from the judiciary and State IV-D agencies cite collaborative efforts used to build their SCR. Cross-examination probes the impact on the courts and the interstate child support collection process. The Child Support and the Courts video debuted at the National Symposium on Children, Courts, and the Federal Child Support Enforcement Program held September 17-19 in Denver.

In the next few weeks, you will receive an information kit that may be used in conjunction with the Child Support and the Courts video. It will include the following topics:

If you have any questions, please contact Philip Browning at (202) 401-5530, or the FPLS Information Line at (202) 401-9267.

We hope this video further exemplifies our commitment to the judicial community and State IV-D agencies. Children benefit when we work together. Thank you for your role in helping America's children.

Sincerely,

David Gray Ross
Commissioner
Office of Child Support Enforcement
