TO ALL STATE IV-D DIRECTORS
Re: Updated Address and State Profiles for the Interstate Roster and Referral Guide
Dear Colleague:
There have been some changes in the maintenance of the Interstate Roster and Referral Guide (IRG). As you may know, the IRG provides information to assist with processing of interstate child support cases. The IRG is divided into two sections: (1) State-At-A- Glance Profiles; and (2) a Directory of Addresses.
The Directory of Addresses contains Federal, State, local, and international addresses along with their Federal Information Processing Standard (FIPS) code. These addresses are updated and maintained by designated State users. It is important that States maintain accurate information for their own addresses in order for the system to operate effectively and efficiently. States currently receive changes from other States by downloading the updated master file each month. States are encouraged to download the updated addresses even if their own addresses remain unchanged. Procedures are in place whereby States can download the master file on a monthly basis.
In regard to State Profiles, the National Child Support Enforcement Association (NCSEA) currently has the responsibility to obtain updated profile information. As in the past, NCSEA will continue to provide the publication "Interstate Roster and Referral Guide" for subscribers and it be should be available in the spring of 1999.
As you may know, the OCSE Systems Team developed a "pilot" automated Profile system that allows States via Internet to update the Profile as their State laws change. This process makes updates readily available to other States for use in interstate case processing. Currently, the system is being piloted by the States of Nevada, Colorado, Illinois, and Washington. A conference call was held to allow States to provide feedback and suggestions on the pilot. One of the major concerns was Internet access for States. The Pilot has been successful and we expect that all States will be able to update the Profiles via the Internet by the summer of 1999.
In the meantime, States can continue to access the profiles via the ACF BBS (800-627-8886). The Internet address to access the profiles is / ACFProgram/CSE, select Facts and Descriptions, then select View State Profiles. The profiles are also available from OCSE on disk in WP5.1 format.
If you have questions about the IRG, you may contact Ella Lawson who can be reached at (202) 40l-4963.
Sincerely,
