RE: April Workshops on Child Support Enforcement Systems
Dear Colleague:
In March 1998, OCSE hosted a series of three regional workshops focusing on the interrelationships between policy, programs, and child support systems. In response to positive feedback from State participants, OCSE is planning a second series of workshops for April 1999. In keeping with the recommendations of last year’s participants, we will use the same general agenda format whereby your program, policy, and systems staff will discuss various topics together, as a team, in mostly plenary sessions. In addition to these plenary sessions, we will hold roundtable discussions and "techie talks" during lunch.
The April workshops will provide an excellent opportunity for your staff to learn how to use the enhanced systems and automation tools provided by the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) and other recent legislation to improve the child support enforcement program. Because many States have expressed interest in hearing how other States are making the new tools work for them, this year’s workshops will focus heavily on State panels and audience participation.
The workshops will be offered three times in April at locations across the country. We strongly encourage you to send a mix of program, policy, and systems staff, as well as representatives from the courts. OCSE will pay the hotel expenses for one attendee from your State (the first individual who registers, unless you notify us otherwise). Space is limited, so be sure to fax the enclosed registration form in quickly.
The workshops will take place as follows:
April 6-8: Grand Hyatt, Washington, DC
April 19-21: Adams Mark Hotel, St. Louis, MO
April 26-28: Crown Plaza, Phoenix, AZ

In conjunction with the Child Support Enforcement Systems workshops, OCSE is also sponsoring a two-day Risk Management workshop for State child support automation project managers. The training will be provided by the Software Productivity Consortium. The course will focus discussions and exercises on the risk analysis, planning and mitigation strategies related to enhancing a Statewide CSE automation system to meet the new welfare reform requirements. The class size for this Risk Management workshop is limited to 20 staff at each site, so please RSVP to Roger Cronkhite at or (202) 401-6505 or rcronhkite@acf.hhs.gov. The workshops will be held in Washington, DC on April 5 and 9, St. Louis, MO on April 22 and 23, and in Phoenix, AZ on April 29 and 30.

The Impact of PRWORA System Enhancements on CSE Programs
This session will be moderated by a panel of State representatives who will discuss with participants the following topics:
Federal Case Registry (FCR) and State Case Registries (SCRs)
Focusing on the future, this interactive panel of Federal and State partners will discuss with participants:
National Directory of New Hires (NDNH) and
State Directories of New Hires (SDNHs)
These topics will be presented through an interactive panel of Federal and State partners who will discuss with participants:
Effective Use of Case Registries and
Directories of New Hires in CSE Case Processing
Using a panel of State and Federal participants, the following topics and best practices will be explored:
Interstate: One-State vs. Two-State Processes
A debate by State participants on the use of one-state establishment and enforce-ment techniques and when it is appropriate to use two-state techniques. Participants will discuss the new tools and their experience with these tools in managing interstate cases.
Interstate Case Processing
This panel discussion, led by State representatives, will focus on the use of:
Financial Institution Data Match (FIDM)
Led by panels of State and Federal CSE staff and representatives of financial institutions, participants will discuss the following:
Federal Offset Programs
During this session, led by Federal OCSE staff, participants will receive updated information and hear from other States about their experience with the following:
Collection and Distribution of Child Support Payments
Using a panel of Federal and State participants, the following topics will be discussed:
Security of Data
This session will be led by a Federal OCSE staff person and will focus on the importance of data privacy and security. Effective procedures used to secure information received from the enhanced system matches will be reviewed and discussed.
