Dear Colleague:

Enclosed you will find the introductory Purpose of Document, Chapters one through four, Chapter six, and the appendices of the FCR Implementation Guide. The Purpose of Document and Chapters one through three have been revised and replace the pages which were sent to you on February 9, 1998. Chapters four and six, and the appendices are new sections which should be added to your Guide.

We are pleased to provide these portions of the Guide to assist you and your staff in planning for and implementing your State Case Registry (SCR). The enclosed materials of the Guide will provide information on:

The expanded Federal Parent Locator Service (FPLS), which includes both the FCR and the National Directory of New Hires;
Communication between the SCR and the FCR;
Possible legislation needed for the SCR to support the FCR;
Non IV-D orders and the importance of this component of the SCR and the FCR;
The security for user access to the system and privacy of sensitive information; and
The interface utilized between the SCR and the FCR.

The remaining chapter on Family Violence will be distributed in the near future.
