RE: Federal Parent Locator Service and Tax Refund Offset Data Matches

Dear Colleague:

The National Directory of New Hires (NDNH) continues to fulfill its original intent as the largest and most comprehensive repository of employment information dedicated to locating noncustodial parents and enforcing child support orders. Congressional oversight hearings held on May 19, 1998 once again show the importance of all States demonstrating the usefulness of the NDNH in increasing child support collections nationwide.

Enclosed are the results of a match recently conducted between Quarterly Wage (QW) and Unemployment Insurance claims (UI) data and cases submitted by your State to the Federal Parent Locator Service (FPLS) between October 1, 1997 and May 13, 1998. In addition, OCSE conducted a proactive match against the NDNH using your Federal Tax Refund Offset cases for Processing Year 1998. This return data contains matches made from New Hire, QW and UI information contained in the NDNH.

Taking full advantage of this rich new data source is of the utmost importance to the success of our joint efforts to increase child support collections to help children and families. In particular, States will want to take appropriate and timely action on the New Hire information, as it is the most recent data available.

Based on your State’s specific results, you can see the possibility of increased collections by taking the appropriate action. Using this information, together we can track down delinquent parents before they move to the next job or the next State, thereby increasing national child support collections by an estimated $6.4 billion over the next decade.

This program’s current and future success will only be achieved with your continued commitment and hard work. OCSE would like to thank you and your staffs’ efforts in helping to ensure that children have the support they need and deserve.
