Guidance Document Update
Dear Colleague:
Enclosed you will find the first update to the FCR Interface Guidance Document (IGD). The IGD provides information essential for the technical design and development of State systems in order to interface with the FCR.
The enclosed Table of Contents and appendices E, G, H and J replace all of the pages sent in the first release of the IGD on February 20, 1998. The attached chart summarizes the changes made by this update to these four appendices.
The Executive Summary, Purpose of Document, Part 4.0: FCR Transactions, Part 5.0: FCR Transaction Procedures, and Part 6.0: FCR Transaction-Specific Information are new sections which should be added to your IGD.
A document containing a brief explanation of some of the key terms, concepts, and functions of the FCR was included in the initial release on February 20. This material has now been incorporated into the IGD Glossary.
A Notice of Proposed Rulemaking (NPRM) addresses the requirements for States in developing Statewide automated child support systems necessary in order to meet the automated system requirements enacted in the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA). The enclosed portions of the IGD are to be considered draft pending publication of a final regulation on this subject.
