TO: All State IV-D Directors
RE: Federal Parent Locator Service (FPLS) Training of Trainers (TOT) Courses

Dear Colleague:

The Office of Child Support Enforcement (OCSE) is planning a series of Training of Trainers (TOT) courses that will focus on the expanded Federal Parent Locator Service (FPLS) and its impact on child support enforcement (CSE) workers. The National Directory of New Hires is now fully operational and in just a few months the Federal Case Registry will be up and running. How will these major program initiatives affect your State's CSE workers? To help prepare them, OCSE is inviting a representative from your State to attend one of these courses. Because of the TOT approach, please be sure to select the appropriate staff person (e.g., training liaison, training unit manager, or a staff person who is knowledgeable in FPLS). Upon completion of this course, your representative will be prepared to pass on to other State staff (e.g., other trainers, caseworkers with locate responsibilities, etc.) the FPLS training curriculum.

The training courses will include the following topics:

Sessions will be limited to a maximum of 25 participants, based on a first-come, first-served application. OCSE will pay for the hotel accommodations for your representative.

The workshops will be two full days and will take place as follows:

Enclosed with this letter is a registration form. Please have your representative complete it as soon as possible. Logistical information will be sent to registrants as soon as their registration forms have been received.
