TO ALL STATE IV-D DIRECTORS
Dear Colleague:
On August 31 - September 2, 1998, OCSE will sponsor Interstate Retreat IV at the Doubletree Hotel in Westminster, Colorado (near Denver,CO). This year's Retreat will focus on implementing the Uniform Interstate Family Support Act (UIFSA) and the enforcement provisions of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA). The retreat will start on Monday, August 31 at 8:30 a.m. and will conclude Wednesday, September 2 at 12:00 p.m.
We are inviting you to send representatives from your State who are involved with implementing UIFSA and interstate case processing. We will also be sending invitations directly to some child support practitioners who have attended past retreats and meetings involving interstate issues.
This Retreat will serve as a follow-up to the UIFSA, One-State Interstate, and Interstate Retreats held for the past three years. In October 1997, approximately 140 representatives from State IV-D programs, Tribal IV-D programs, the Federal OCSE, and other entities met in Albuquerque, NM, to discuss and resolve issues/problems associated with implementing UIFSA and PRWORA.
Since the last retreat, States have been working to implement PRWORA. Now all States and jurisdictions are implementing UIFSA, and new issues have emerged, particularly regarding accounting and automation. The upcoming Interstate Retreat will allow us to address these new issues. Like the previous retreats, this will be a working meeting--not a training session. Attendees will discuss and attempt to resolve specific issues and problems. Developing consensus regarding these matters will help to ensure greater uniformity and standardization in interstate case processing. OCSE will distribute the notes from this retreat.
In order to facilitate discussion and to cover as many issues as possible, the retreat will be divided into five child support related topic areas: Administrative Enforcement (Administrative Enforcement on Interstate Cases, Direct Withholding, Liens, and Subpoenas), General Provisions (Child Custody/ Child Support, Long-arm vs. Two State Case Processing, Limited Service Cases), General Communication (CSEnet, State to State, E-mail, Internet, Teleconferencing), Interstate Accounting (Fees, Interest, Multi-court orders), and Non-Disclosure (Domestic Violence, IV-D Responsibility, Access to Information on Domestic Violence Cases, Addressing Cross Complaints and Counter Suits).
Attendees are welcome to suggest issues/questions on these topics for discussion at the Retreat. Please submit your issues/questions by August 7th to one of the following committee representatives:

Attendees will receive their group assignment and a list of discussion questions in the registration package at the Retreat.
