Dear Colleague:
The Office of Child Support Enforcement (OCSE) invites you to join your colleagues at a Financial Institution Data Match (FIDM) Workshop at the Holiday Inn on the Hill in Washington, DC, Wednesday, September 9th, and Thursday, September 10th, 9:00 a.m. to 5:00 p.m. The purpose of the workshop is to bring together State staff and multistate financial institution representatives to discuss and obtain consensus on the resolution of issues pertaining to implementation of P.L. 105-200, the Child Support Performance and Incentive Act of 1998.
Section 466(a)(17) of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) requires States to conduct data matches with all financial institutions operating in their State in order to locate the assets of noncustodial parents who are delinquent in their support payments. Discussions during two previous workshops conducted by OCSE revealed that the provisions proved to be administratively burdensome to States and to financial institutions operating in more than one State. As a result, State child support enforcement (IV-D) directors and financial institutions sought a modification to PRWORA that would allow for the receipt and distribution of the required data at a single locale.
The Child Support Performance and Incentive Act of 1998 grants OCSE the authority to act as a conduit between States and multistate financial institutions using the expanded Federal Parent Locator Service. While we believe that there is strong consensus among participants on the concept, much work must be done to resolve issues surrounding agreements, fees, data transmission alternatives and requirements, and implementation timelines. A tentative agenda for the workshop is enclosed.
