RE: Issuance of Pre-offset notices for PY 1999

Dear Colleague:

As you know, we are preparing for the upcoming 1999 Processing Year for the Federal offset program. Soon OCSE will begin issuing the pre-offset notices for the States that request this service. Because of the new pre-offset notice that OCSE developed and used last year, annual notification may not be necessary for all cases, i.e., if OCSE mailed your pre-offset notices last year or if you used the new language in the pre-offset notices you mailed, additional pre-offset notices may not be required this year. Pre-offset notices are required to be mailed on all new notices. In order to assist OCSE in planning and preparation for the upcoming year, we need to know the intent of your State regarding the issuance of pre-offset notices for PY 1999.
