Dear Colleague:

This is to announce the enhancement of the OCSE website making it possible for users to access educational, technical and job aid information pertaining to the Financial Institution Data Match (FIDM) program.

The FIDM web page, located at www.acf.hhs.gov/program/cse, provides viewers with a wide range of FIDM information on legislative authority, data specifications, in-state matching, Federal matching, lien and levy processing, implementation and operations. The FIDM web page also links to OCSE's National Electronic Child Support Resource System (NECSRS) making it possible for users to easily access and download OCSE policy issuances and other publications on FIDM. Through the web page link to OCSE's Online Interstate Roster and Referral Guide (IRG), State child support staff can access a profile of each State's thresholds and process for seizing assets in financial institutions. Finally, the Help feature allows users to find contact information for technical support from the State level, and to send a query for response by OCSE's FIDM specialists and technical support staff.

The attached provides a summary of the FIDM web page and easy-to-follow steps for an online demonstration introducing users to the FIDM web page by navigating through its features.

The Federal Office of Child Support Enforcement (OCSE) maintains a web page on the financial institution data match (FIDM) program located at www.acf.hhs.gov/programs/cse. The web page has three separate tracks with screens tailored to the information needs of parents, State agencies and financial institutions. Covering both multistate and in-state FIDM, the web page contains educational materials, policy issuances, and job aids for States and financial institutions in operating their FIDM program. There is also a glossary with definitions of frequently used child support terms and a help feature that directs user to technical support resources at the State level and allows the user to send inquiries to OCSE's FIDM specialists and its helpdesk.

Parent Track

Select "PARENT"

Select "ENFORCEMENT PROGRAM" and show some screens from PowerPoint presentation on the child support program. Close window to return to Parent home page.
Select "FIDM PROGRAM" and show some screens from PowerPoint presentation on the child support program. Close window to return to Parent home page.
Select "HELP" then click on contact list to view listing of state phone numbers that parents dial for information on child support and FIDM.
Select "GLOSSARY" and search for the definition of commonly used child support terms.
Select "HOME" to return to FIDM home page.

Financial Institution Track

From FIDM web page, Select "FINANCIAL INSTITUTIONS"
Review vertical bar
Select "OVERVIEW" then click on "MULTI-STATE VS. SINGLE STATE." Return to Financial Institution home page.
Select "MULTI-STATE MATCH" then click on "FORMS." View the election form.
Select "HELP" then click on "MULTI-STATE FINANCIAL INSTITUTION." Review the form that FI would complete to submit a request or question to the OCSE hotline.
Select "SINGLE STATE OR MULTI-STATE FINANCIAL INSTITUTION133" then click on contact list to view listing of state phone numbers that financial institutions dial for information on FIDM.
Select "DATA SPECS" to view data specifications handbook. Close window to return to Financial Institution home page.

State Agency Track

This track is identical to the Financial Institution track with the addition of one feature "State Profiles." Profiles are available only to Federal and State child support staff.

Select "STATE PROFILES" which links user to the Interstate Roster and Referral Guide.
Select any state in US map.
Select "VIEW STATE FIDM INFORMATION" for a matrix of State freeze and seize thresholds and due process and appeal information.
Close window to return to the state agency track.

OCSE Documents From the National Electronic Child Support Resource System

From either the Financial Institution or State Agency home page, select "OCSE DOCS" to link to the National Electronic Child Support Resource System (NECSRS).
Select "SEARCH" then click on Financial Institution Data Match. Select "GO TO DOCUMENTS" to list all FIDM documents.
Refine search by entering "Data Specifications" in "FULL TEXT SEARCH." Review list.
Go to "FEDERAL DOCUMENTS," view drop-down list and click on "DEAR COLLEAGUE LETTERS." Refine search by clicking on "FINANCIAL INSTITUTION DATA MATCH." Scan listing.
To return from NECSRS to the FIDM web page, user must either a) click on back arrow for appropriate number of screens, or b) select "ABOUT" on the navigation bar, then click on Federal Office of Child Support Enforcement.
