RE: HCFA Letter to State Medicaid Directors

Dear Colleague:

Enclosed is a letter from the Health Care Financing Administration (HCFA) to State Medicaid Directors addressing paternity and medical support cooperation requirements for Medicaid applicants and recipients. The SMD letter recognizes the valuable assistance that child support enforcement agencies provide to families, but clarifies that health care access for children is of paramount concern.

State IV-D Directors should consult with their Medicaid (and State Chip Health Insurance Program (SCHIP) counterparts to clarify how these counterparts will be implementing the HCFA directive and how State IV-D and Medicaid and SCHIP programs can best collaborate to provide all appropriate health care and child support services to children.
