RE: Tax Offset Full Reversal Cases
Dear Colleague:
The Federal Office of Child Support Enforcement (OCSE) worked with the Financial Management Service (FMS) to identify those cases with full reversals, and is returning the service fees charged. The reimbursement of full reversal fees occurs when the amount of the reversal or reversals equals the original offset. Please note that the return of the service fee does not include fees charged on cases with partial reversals. OCSE will now reimburse full reversal fees to States quarterly instead of annually. Reimbursement of full reversal fees will become a part of the regular collections process. However, you will be notified via a Dear Colleague Letter similar to this one prior to the actual transmission of funds.
The enclosed report lists the cases that had full reversals for your State. The corresponding service fee is being returned by transfer of funds through the Automated Clearing House (ACH), and is scheduled for June 15, 2000.
