RE: Online Access to the Federal Parent Locator Service (FPLS) System by SIMPC
Dear IV-D Directors:
This is just a reminder that the cut-off date to submit online requests to the FPLS via SIMPC will be coming up soon, July 3, 2000. Dear Colleague Letter DC-00-22, dated February 18, 2000, and titled "State Online Access to the OCSE Systems" (copy enclosed) was sent out to all states informing them of the planned elimination of SIMPC access as of June 30, 2000. FPLS system changes will be completed on the evening of July 3rd to prohibit the submission of new locate requests to the FPLS system via SIMPC access. Limited access to retrieve responses for requests entered up to July 3rd will remain active until August 21st.
We have been approached by some of the State Parent Locator Service (SPLS) offices that due to current policy and system limitations, SIMPC access to submit requests for Parental Kidnapping (PK), Custody/Visitation (CV) and Adoption (AD) cases is required. Until these offices can complete the necessary changes, their ability to submit requests via SIMPC will be extended until February 1, 2001, however, they will be limited to these specific request types only.
Tape and cartridge submission to the FPLS will be discontinued after January 1, 2001. In October 2000, we will be contacting tape and cartridge FPLS submitters to offer assistance in moving to the FCR as their locate resource system. If they are unable to move to the FCR, we will suggest using Connect:Direct (C:D) instead of tape and cartridges and assist them in the setup of these processes.
With the gradual elimination of the FPLS system all states are expected to be using the Federal Case Registry (FCR) to submit locate request to FPLS. Currently FPLS locate requests submitted via the FCR provide proactive matching from both NDNH and FCR.
In addition, future enhancements will also provide additional locate information such as Prison, Death information and expanding benefit data from SSA. None of this data would be available from submitting requests directly to FPLS.
