RE: Child Support Enforcement Network (CSENet 2000) Fees for Fiscal Year (FY) 2001

Dear Colleague:

This letter is to inform you that beginning the first quarter of fiscal year (FY) 2001 (October 1, 2000), there will be an increase in the fee for usage of the Child Support Enforcement Network (CSENet 2000). The increase is due to newly incurred costs for maintenance and an increase in operational costs for the upgraded network. The frame relay network technology employed has improved the speed and reliability of interstate communications and the fee increases will allow the Federal Office of Child Support Enforcement (OCSE) to maintain these enhancements. In addition, the change in fees will help OCSE prepare for the increased usage of CSENet 2000 that is expected as States use the data being returned on a daily basis from the Expanded Federal Parent Locator Service (FPLS).

The quarterly fee is calculated for each State based on a flat fee plus a variable amount, which is based on each State’s IV-D caseload average for the current six-year period. The flat fee will increase to $3,750 per quarter per State. Please keep in mind that the CSENet fee is an administrative expense for which you are eligible to receive federal reimbursement at a rate of 66%.

You will continue to receive your CSENet fee on a consolidated bill. Each State is to report their CSENet fee charge-back on line 12 of Form OCSE-396A. Unpaid fees will automatically be deducted from your grant award for the quarter.
