RE: Expanded Federal Parent Locator Service Safeguarding Certification

Dear Colleague:

The Federal Parent Locator Service (FPLS) annually requires all States to submit certifications of compliance with safeguard and security requirements relating to locate information received from the FPLS (i.e., Federal Case Registry or the legacy FPLS). Managers of local offices with direct access to the FPLS are equally responsible for safeguarding and securing this data; therefore, annual certifications are required from IV-D Directors and managers for each jurisdiction with access (e.g., online, tape/cartridge) to the FPLS.

Please complete a certification form and return it to the FPLS by September 30, 2000. This will cover the period of October 1, 2000 through September 30, 2001.

In addition, if you submit cases via tape or cartridge, a separate transmittal form must accompany each submittal.

Enclosed please find samples of the certification and transmittal forms.

Sample "A" is an example of the annual certification required by all States and local jurisdictions with access.
Sample "B" is an example of the transmittal form required by States each time cases are submitted by tape/cartridge.

All forms should be on State letterhead with the signature of the State IV-D Director or designee.

If your State has additional local users, please send one certification with an attached listing of each local user (local office name and city) and have the IV-D Director or designee sign it. Please send the annual certification to the following address:
