TO: ALL STATE IV-D DIRECTORS

RE: State On-line and Tape Access to the Federal Parent Locator Service (FPLS)

Dear Colleague:

On February 18, 2000, the Office of Child Support Enforcement (OCSE), Federal Parent Locator Service (FPLS) sent out a Dear Colleague (DCL-00-22) letter informing States that online data entry service (SIMPC) will be shutdown and that FPLS was moving towards electronic data transmissions.

Some States were given an extension on the use of SIMPC for various reasons. Either the State Case Registry (SCR) was not ready to send or accept locate requests, or we still had to accept special requests from States who needed adoption assistance or parental kidnapping information. Although we met the June 30, 2000 deadline for most States, we are working vigorously to have all States submit FPLS requests via CONNECT:Direct (C:D) or through the Federal Case Registry (FCR).

As of April 2, 2001, SIMPC will be shutdown for data entry. However, States will be able to logon to the FPLS system to print their weekly response(s). This will not affect the Tax Offset online system. Beginning June 1st, those States who currently submit their data entry by tape or cartridge, we would like to move you towards electronic data transmissions. Please reference section 6.7.1.4 in the Interface Guidance Document, Initiating a Locate For a Person Not Being Added to the FCR, and the related information in section 5.3.1.11, SSN Verification When Requesting Locates for a Person Not Being Added to the FCR.

Please direct your questions to the FCR State Technical Support (TS) Liaison. Your TS Liaison will be in touch with you to discuss your plans and expected timeframe. A chart that breaks down the State assignments for the liaisons is attached for your reference.
