RE: CSENet 2000 Phase II Consensus Plan

Dear Colleague:

The Federal Office of Child Support Enforcement (OCSE) is pleased to enclose the final copy of the CSENet 2000 Phase II Consensus Plan. This plan outlines the requirements that must be met for Phase II by October 1, 2001.

In response to States146 request for a review of system development requirements for the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) certification, a three-phase implementation plan was proposed and accepted by the National Council of Child Support Directors (NCCSD). The CSENet 2000 Phase II Implementation Work Group, and the IV-D Directors, agreed to implement the requirements set forth in the enclosed Consensus Plan.

The Transaction Functional Matrix (TFM), which has been updated, is now recommended as the operational guide for conducting child support business between States. The TFM will be sent out under separate cover.

We wish to acknowledge and thank the Work Group participants who spent many hours reviewing, analyzing and discussing the future of CSENet 2000. Their diligence and expertise contributed greatly to the cooperative development of this agreement.
