Dear Colleague:

The Federal Office of Child Support Enforcement (OCSE) has worked with states to place interstate case processing at the top of the child support agenda. An important step in improving interstate case processing at the state level is to form a clear picture of interstate caseloads and noncustodial parent (NCP) migration. Knowing more about interstate caseloads and NCP relocation trends may help each state identify its most important partners in interstate child support enforcement.

To help form a clearer interstate picture, OCSE analyzed the Federal Offset file for processing year (PY) 2000. The Federal Offset file contains all cases in which eligible, delinquent NCPs have been submitted by states for one or more of the Federal Offset remedies (i.e., the Federal Tax Refund and Administrative Offset, Passport Denial, and/or the Multistate Financial Institution Data Match).

The analysis establishes each state’s top 10 potential interstate partners (i.e., the top 10 states to which NCPs involved in its cases have relocated, and from which out-of-state NCPs residing in the state originated). The results for all states are enclosed, as are guidelines to assist you in interpreting the data.
