RE:  OCSE 157 Report

Dear Colleague:

This letter is being issued as a reminder of the OCSE 157 report submittal process. The Online Data Collection (OLDC) system is a convenient method for submitting required reports to the Office of Child Support Enforcement (OCSE).  State agencies administering child support enforcement programs under Title IV-D of the Social Security Act may use the Internet to submit and retrieve information pertinent to their states through an electronic form that closely resembles the paper OCSE 157 form. The final revised report must reach us no later than December 31, 2004 via OLDC or mail.

Below is a reminder of how to get access to OLDC:

Setup and user names

OLDC access is controlled by user names, passwords, and job types (IV-D Director, Authorized Official or Data Entry Person). There is a group of roles for each job type. The roles allow access to OLDC screens according to the duties and responsibilities of staff members. Roles not automatically assigned with a specific job type are “Certify” (signature authority), “Submit” (sends the electronic form to ACF), and “Unsubmit” (returns the submitted form to the state for changes).

To request access to the Online Data Collection system for the Child Support Enforcement Annual Data Report (OCSE 157), please complete the enclosed OLDC State Setup list and return it to Delores M. Johnson as soon as possible. You may attach the completed form to an e-mail message and send it to djohnson@acf.hhs.gov or fax it to her attention at (202) 401-5642. Please be sure to mark the appropriate persons to receive the “Certify”, “Submit”, and “Unsubmit” roles. Roles are assigned during the creation of the User ID by ACF staff.

An e-mail message is automatically sent to each of your staff members on the OLDC State Setup list when an OLDC user ID and password is created for that person. A link to the Help Sheet entitled “Welcome” is also included with the e-mail message to provide information and instructions for new users.

Available assistance

Once you log on to OLDC, there is a Help/FAQ link on every screen to assist you. Submitting OCSE 157 report forms through OLDC will reduce paperwork and allow for quicker processing.

If you have already entered your FY 2004 data in the OCSE Program Data System, there is no need to re-enter these data in the new OLDC system. States may also continue to submit their OCSE 157 reports via mail or by fax. If you have any questions regarding this matter, please feel free to contact Delores Johnson at (202) 401-5537 or e-mail her at the address above.
