Agenda Employer Symposium

Dear Colleague: The Federal Office of Child Support Enforcement (OCSE) and the National Child Support Enforcement Association (NCSEA) are hosting an Employer Symposium, to be held August 4-5, 2005 at the Millennium Hotel in Cincinnati, Ohio. The Employer Symposium will follow NCSEA’s 54th Annual Training Conference & Expo which offers employer-focused workshops on August 3. The day-and-a-half Employer Symposium will begin at 10:30 a.m. on August 4. The Symposium Agenda is enclosed. The purpose of the Symposium is to bring together leaders of state child support enforcement agencies and the employer community, representatives of key employer organizations, and judicial representatives to discuss mutual issues and to strengthen our partnership. We recognize that improvements cannot be forged overnight, but the Symposium will continue the dialogue among key decision-makers to explore both short- and long-term solutions. The Symposium will be a mix of plenary sessions and small group discussions. Small groups will involve facilitated discussions on such topics as electronic business practices; communication; standardization of processes, payments, and reporting; medical support; and new business trends. More detail is set forth in the enclosed Symposium Topics Grid. Recommendations from each small group will be compiled into plans to improve the partnership between the child support and employer communities. Participation in the Employer Symposium is by invitation only; each state may register two participants. The IV-D Director is encouraged to attend and to choose a staff-member whose participation will be most valuable to the state and to the Symposium at the discussions outlined in the Topics Grid. Separate invitations have been sent to vendors that provide services to State Disbursement Units and New Hire Reporting Units. Employers are being selected by representatives from the American Payroll Association and the Symposium Planning Committee. Attendance is limited to 250 participants to ensure an in-depth discussion of issues vital to the success of the child support-employer partnership. OCSE will pay the travel costs for one participant from each state, as designated by each IV-D Director. Travel costs include coach round-trip airfare, lodging, per diem, and ground transportation costs incurred in association with this event. Please contact Sheila Drake (Event Planner, SITC) at drake@systemsandsoftware.org by May 11, 2005 to register the two representatives from your state. Include each representative’s name, phone number, and email address, and denote which participant will have travel paid by OCSE. Once this information is received from the majority of the states, official travel procedures/confirmation will be emailed to all participants.
