DEAR COLLEAGUE LETTER

DCL-05-18

ATTACHMENT:  Questions & Answers - March 2005

DATE: July 5, 2005

TO:  ALL STATE IV-D DIRECTORS

RE:  Federal Parent Locator Service: Continuous Service Improvement Questions and Answers

Dear Colleague:

Since the publication of the National Child Support Enforcement Strategic Plan for FY 2005-2009 in September 2004, the Federal Parent Locator Service (FPLS) has been forging ahead to complete its business case for modernizing the FPLS and other areas of convergence within the Child Support Enforcement (CSE) Program. The business case for modernization and all of its associated activities is entitled FPLS: Continuous Service Improvement (CSI).

The proposed changes for CSI were developed through in-depth discussions with key FPLS stakeholders and partners, including state CSE Directors and/or their designees, and state CSE agency staff. These changes are intended to assist states and the Federal Office of Child Support Enforcement in meeting the long-range strategic goals for the CSE program. The enclosed Questions and Answers should provide you with details about the CSI project and its impact on states. If you have any additional questions, please contact Linda Deimeke at (202) 401-5439 or ldeimeke@acf.hhs.gov.

We look forward to receiving your input on this most important project.

Sincerely,

David H. Siegel
Acting Commissioner
Office of Child Support Enforcement
