EFFECTIVE DATE: October 20, 1994

BACKGROUND: The Full Faith and Credit for Child Support Orders Act (Pub. L. 103-383) amends Chapter 115 of title 28 of the United States Code by adding a new section 1738B entitled "Full faith and credit for child support orders." This new law was effective on October 20, 1994, the date of enactment. The law requires States to enforce child support orders made by other States, and prohibits States from modifying other States' child support orders unless certain jurisdictional requirements are met. This Information Memorandum provides guidance for State IV-D agencies regarding the effect of this new Federal law.

Please also note that proposed changes to the Full Faith and Credit for Child Support Orders Act are currently pending in Congress. These changes are designed to make the Federal law more consistent with the Uniform Interstate Family Support Act (UIFSA).
