TO: ALL FEDERAL OFFSET CONTACTS RE: Proposed Record Layout for the Federal Offset Reconciliation File Dear Federal Offset Contacts: Attached please find the proposed record layout for the Federal Offset Reconciliation File. States will be able to request a reconciliation file from OCSE on a periodic basis. This file will contain all cases that are active at OCSE; an indicator field will designate which records have been sent to FMS for offset. The specific fields on the record layout will be discussed in the upcoming State conference calls, to be held July 18, 19 & 20. The frequency at which states can request the reconciliation file will also be discussed during these calls. If you have questions regarding the reconciliation file record layout prior to the conference calls, please submit them via e-mail to the Special Collections Unit at scollections@acf.hhs.gov. All questions regarding the reconciliation file that are submitted prior to the conference calls will be addressed in the conference calls. If your state does not already do so, it is highly recommended to have technical personnel attend the state conference calls in addition to program personnel. This will allow your state to have the earliest opportunity to field technical questions regarding the reconciliation file, as well as any other technical issues that may be discussed.
