RE: Interstate Case Reconciliation

Dear Colleague:

In 1997, the Office of State Systems (OSS) promulgated a suggested format, issued as Dear Colleague Letter DCL OSS 97-02, for electronic data exchange between State Child Support Enforcement (CSE) agencies. This format was designed to allow for synchronization between agencies of newly changed case numbers that no longer matched the originally assigned case numbers. A copy of DCL OSS 97-02 and the electronic data exchange format is enclosed for your reference.

Many States are currently using this format for State-to-State case reconciliation. It was suggested by some of those States that the DCL be re-issued by OCSE encouraging more States to use the process in interstate case reconciliation. Therefore, OCSE is re-issuing the format developed in 1997 for those States that are ready to proceed now.

On a broader level, OCSE, in conjunction with States, will continue to work on interstate case reconciliation including:

  • Reviewing this State data exchange format and the Federal Case Registry (FCR) to determine if there are changes that would be beneficial to interstate case processing;
  • Investigating CSENet as an option to facilitate reconciliation; and
  • Compiling and distributing current State experiences in reconciliation efforts.

OCSE will inform you of any developments in this area.
