Dear Federal Offset Coordinators: This letter is in reference to the reimbursed offset fees for second quarter, 2000 detailed in DC 00-86 dated 8/17/2000. As you know, Treasurys Financial Management Service (FMS) reimburses the States for fees charged on full offset reversals but not on partial reversals. During the second quarter, a system change at FMS caused erroneous reimbursement fees for both partial and full reversals to be forwarded to your office. The erroneously refunded (partial) reversals will be deducted from your December 2000 Collections deposit. Please note that these deductions will not be reflected in the December collections report. However, attached is a report listing SSN, name, and case ID that may be used to reconcile those cases that received refunds on partial reversals. If you want this report on diskette, please send an email to scollections@acf.hhs.gov. OCSE and FMS worked together to correct this procedure so future full reversal fee reimbursement reports should not be affected. The third quarter report you received in November is correct, and the fourth quarter report is scheduled to be sent in mid-February, 2001.
