RE: Tax Information Security Guidelines for Federal, State, and Local Agencies; Federal Offset Program User Guide

Dear Colleague:

Enclosed are two documents for your reference. The first is IRS Publication 1075 (Rev. 6-2000), "Tax Information Security Guidelines For Federal, State, and Local Agencies". This publication provides guidance for the protection of IRS-provided data from unauthorized use, access, and disclosure.

The second document is the revised Federal Offset Program (FOP) User Guide, Version 6. For your convenience, this document is being provided to you on the enclosed CD-ROM. The following Parts and Appendices are new additions to version 6:

In addition to the new Parts and Appendices, extensive changes have been made throughout the other previously published portions of the document. Due to the extensive nature of the modifications, no attempt was made to highlight changes from the last version. As a result, Version 6 of the FOP User Guide document should be used in its entirety to replace any previous versions.

The document is being provided to you in 2 different formats. The formats provided are WORD® (.DOC) and Portable Document Format (.PDF). The PDF format requires the Adobe® Acrobat® Reader153 software. This software can be obtained for free from the website http://www.adobe.com/products/acrobat/readstep.html. It is strongly recommended that the .PDF format be used to print copies of the FOP User Guide at your site, as this will ensure that the document will print exactly as designed. Differences in printers may cause unpredictable results with the .DOC version (i.e., page breaks may inadvertently occur at the wrong place).

The FOP User Guide, Version 6, may also be found on OCSE’s website. To download a copy, go to http://www.acf.hhs.gov/programs/cse/newhire/fop/fop.htm. Subsequent updates, if needed, to the FOP User Guide will be published to this website. Notification of updates to the document will be sent out via eflash.
