RE: Federal Offset Collections Report for OCSE Cycle 2002-24

Dear Coordinators:

Enclosed is the Federal Offset Collections Report for OCSE Cycle 2002-24. This report represents Federal Tax Refund and/or administrative offsets, less the current fees of $11.65 per Federal Tax Offset and $13.20 per administrative offset, and any adjustments/reversals made during this period for the 1995 through 2001 processing years.

The net collections total for OCSE Cycle 2002-24 as of December 23, 2002, based on 3,080 offsets is $2,222,797. The year-to-date total for 1,408,087 offsets is $1,450,823,756. This compares to 2,201,353 offsets for $1,641,052,287 during the same time period last year.

Note: From July through early October of last year, OCSE and Treasury were offsetting tax rebates attributable to the Economic Growth and Relief Reconciliation Act of 2001. These tax rebate offsets generated an average of $25 million per cycle, or week. For this reason, you will note a decrease in the year-to-date collections when compared to last year. However, an increase of over five percent or $71 million is realized comparing year-to-date collections without the tax rebate offsets. Please call OCSE’s Special Collections Unit if you need more detailed information.
